Why was the data set created?

Structures are primarily used in conjunction with emergency dispatch systems, but are also used for notifications, cartographic purposes, and are also useful for development and planning analysis purposes. The actual coordinate represents as close to the center of the structure as possible, and in most cases will be within about 20 feet.
